The Solution

Triple-Lock: (1) NDBI/NDVI dual-filter spectrally; (2) DEM depth-threshold ≥2.0m topographically; (3) GeoJSON legal geo-fence overlay. Outputs: forensic 3D TIN mesh + automated PDF enforcement reports.
